One digit at a time
A phone number is read digit by digit with Sino-Korean numbers, not as an amount. The digits are 공 (0), 일 (1), 이 (2), 삼 (3), 사 (4), 오 (5), 육 (6), 칠 (7), 팔 (8) and 구 (9).
So 010-1234-5678 is 공일공 일이삼사 오육칠팔.
Zero: 공 or 영
In phone numbers zero is usually 공. 영 is also correct, so 영일영 일이삼사 오육칠팔 is fine too.
